Promoting justice, equality, and human dignity within the university and the wider community

The University of Kirkuk is committed to its leading role in building an educated, aware, and socially responsible academic community. To strengthen the values of justice and human dignity, the Human Rights Unit was established and integrated into the university system.

The unit seeks to promote human rights principles and spread this culture among students, faculty members, and administrative staff without discrimination—serving Kirkuk as a city of coexistence and peace.

The Human Rights Unit works to create a fair and safe university environment through awareness programs, purposeful activities, specialized consultations, professional training, and engagement in addressing social issues related to human rights.

Tasks of the Human Rights Unit – University of Kirkuk

1 Institutional Cooperation and Partnerships
Establishing institutional cooperation and partnerships with civil society organizations and institutions working in the field of human rights, after obtaining the required approvals from the university and relevant authorities.
2 Policies, Plans, and Programs
Proposing policies, plans, and programs that promote and protect human rights principles within the university, especially for students and staff, and coordinating these measures with relevant stakeholders inside and outside the university.
3 Receiving, Reviewing, and Analyzing Complaints
Receiving and analyzing human rights complaints submitted by students or members of the university community, proposing appropriate solutions in coordination with concerned units, establishing and updating a complaints database, and forming investigation and audit committees when necessary.
4 Awareness and Human Rights Education
Raising awareness of human and legal rights within the university community through continuous training and awareness programs, interactive seminars and workshops, and publishing specialized materials in the field of human rights.
5 Capacity Building for Staff and Faculty
Enhancing the skills of the unit’s staff and related university entities through technical and academic development programs, and supporting faculty members involved in teaching human rights courses across the university’s colleges.
6 Periodic Reporting
Preparing periodic reports on the unit’s activities and achievements and submitting them to the Ministry of Higher Education and Scientific Research / Human Rights Department, in accordance with approved guidelines.
Regulatory Reference: Based on the directives of the Ministry of Higher Education and Scientific Research / Supervision and Scientific Evaluation Authority, letter No. JH 4594 dated October 24, 2024, and in line with the institutional framework adopted for Human Rights Units in Iraqi universities.
