The Construction & Projects Department is one of the key departments at the University. It is responsible for preparing engineering projects, following up on their implementation, and translating the University Council’s vision into modern infrastructure and campus facilities, creating a contemporary and suitable academic environment.

The department includes engineers from multiple specialties and supervises the construction of colleges, service buildings, and periodic maintenance across the University’s facilities. It also manages investment projects and regional development projects to enhance the Al-Sayada campus location, completing water, electricity, communications, roads, and landscaping networks.

The department aims to complete the Al-Sayada campus by constructing buildings for all colleges, completing infrastructure and service networks, and ensuring sustainability through civil, electrical, mechanical, and sanitary maintenance for the Presidency and colleges.

Vision, Key Objectives, and Achievements

1 Vision – Integrated Infrastructure and a Suitable University Environment
The department works to implement the University Council’s vision for developing integrated infrastructure and modern campus buildings aligned with academic and service requirements, positioning the University of Kirkuk among leading institutions in terms of planning and educational spaces.
2 Completing the Al-Sayada Campus and Infrastructure Networks
Completing the Al-Sayada campus by constructing buildings for all colleges and finishing water, electricity, communications, sewerage, roads, and landscaping networks to ensure a fully modern learning environment.
3 Periodic Maintenance for University Buildings and Facilities
Conducting periodic and emergency maintenance for university buildings and service facilities (civil, electrical, mechanical, and sanitary) to ensure sustainability and operational readiness of academic and service spaces.
4 Managing Investment Projects and Regional Development Projects
Preparing and submitting projects under investment budgets and regional development programs, including drawings, BOQs, and feasibility studies, and supervising their implementation progress.
5 Science College Classrooms Building (Completed)
Completion of a classroom building for the College of Science with an approximate area of 400 m², consisting of two floors and 8 classrooms, delivered on 15/04/2023, supervised by a department engineer to enhance the learning environment and campus development.
6 Pharmacy College Classrooms Building (Completed)
Completion of a similar project for the College of Pharmacy with an area of 400 m², consisting of two floors and 8 classrooms, completed on 20/10/2023, under the department’s engineering supervision.
7 College of Physical Education Building (Ongoing)
A strategic project consisting of a basement + four floors on an approximate area of 650 m², with an actual progress of about 75%. Implemented by Jawshin Contracting Company under the department’s engineering supervision and financial monitoring by Kirkuk Governorate.
8 Basic Education College Deanery Building (Ongoing)
A deanery building of approximately 750 m² (two floors + basement), with about 33 rooms and technical completion around 48%. Implemented by Atā’ Al-Yasmeen Contracting under engineering/financial oversight by Kirkuk Governorate.
9 Basic Education College Classrooms Building (Ongoing)
A classrooms building of approximately 1360 m² consisting of 4 floors, including 24 classrooms and 10 service/administrative rooms. Implemented by Bahr Al-Shamal Contracting under engineering/financial oversight.
10 Site Works & Main Gates – Al-Sayada Campus (To Be Resumed)
A strategic project within the investment plan across about 180 dunams at Al-Sayada campus, covering roads, electricity, sewerage, water supply, green areas, and water features. A significant portion was completed reaching about 74% progress, and resumption is planned after allocating budget availability in new fiscal plans.
