Central Scientific Promotions

Managing promotion applications and supporting the academic career of faculty members

Scientific promotion is an important academic entitlement that enables faculty members to advance through academic ranks (Lecturer, Assistant Professor, Professor). It represents a milestone that reflects sustained research and academic contribution.

The Central Scientific Promotions Unit organizes promotion files, verifies compliance with applicable regulations, and ensures that submitted research and academic activities meet required standards—strengthening academic quality and encouraging continued scientific productivity.

Scientific Promotion Requirements

Requirements for all academic ranks according to Promotions Instructions (No. 167 of 2017):

  • Official referral letter forwarding the file to the Central Scientific Promotions Unit.
  • Signed and dated request to process the promotion application by the applicant.
  • University order granting the academic title (for calculating the required period).
  • Administrative order granting the academic title.
  • University orders awarding the Master’s and PhD degrees.
  • Information verification form.
  • Scientific Promotions Form No. (1).
  • Scientific Promotions Form No. (2).
  • Experts nomination form.
  • Administrative order forming the plagiarism committee.
  • Minutes of the textual (paper-based) plagiarism committee.
  • Electronic plagiarism check for the submitted research (research published after 02/01/2016 is subject to e-plagiarism check).
  • Confirmation of research registration from the academic department and the university planning/academic affairs units.
  • Declaration of non-plagiarism (sealed by the legal unit in the college).
  • Annual performance evaluations must be consecutive from the last promotion date until the current request. If an evaluation is missing for a specific year, an official confirmation is required proving continuity of university service (per MoHESR R&D letter No. BT/4/9952 dated 21/10/2019).
  • College Council minutes endorsed by the President of the University.
  • University appointment order.
  • Administrative start-of-duty order.
  • Previously submitted promotion research (published).
  • Current promotion research must be completed after the latest academic title and submitted in hard copy + CD (PDF), subject to the following conditions:
  • Promotion to Lecturer: one research paper in the general or specialized field (one must be single-author).
  • Promotion to Assistant Professor: two papers in the specialized field (one must be single-author).
  • Promotion to Professor: all papers in the specialized field (one must be single-author).
  • Exemption from the single-author condition for all ranks may apply under the following:
  • The applicant is the first author in one of the submitted papers.
  • The paper is not extracted from a thesis/dissertation supervised by the applicant.
  • The paper is published in journals indexed in databases such as Scopus.
  • For Scopus research: required published/indexed papers must be fulfilled, while accepted papers may be treated as “international” according to MoHESR R&D letter No. BT/4/1244 dated 16/02/2021.
  • Certificate of Arabic language safety course.
  • Certificate of Teaching Methods course completion (required for Lecturer applicants only).
  • Scientific integrity/rigor committee report for Scopus papers.
  • Publication acceptance letters for unpublished papers.
  • Administrative orders for PhD study release and return-to-duty after PhD (for those counting the dissertation as a joint original paper).
  • Applicant CV authenticated by the academic department.
  • Experts evaluation form for research.
  • Promotion summary form.
  • Tables (1) & (2) — minimum points required:
    • Lecturer: 70 points (46 from Table 1, 24 from Table 2).
    • Assistant Professor: 80 points (52 from Table 1, 28 from Table 2).
    • Professor: 90 points (59 from Table 1, 31 from Table 2).
  • Applicant’s Master’s thesis and PhD dissertation.
  • Co-author’s thesis/dissertation for joint research (if applicable).

Criteria for Counting Scientific Awards

Scientific awards submitted for promotion purposes are counted according to the following criteria:

  • The awarding body must be an academic institution or an official authority related to the achievement.
  • The official award name must explicitly include the term “Scientific” as specified in applicable instructions (e.g., Scientific Creativity Award, Scientific Excellence Award), and the award must be a tangible medal—not only a certificate.
  • The award must relate to a notable scientific achievement, and documentation should clarify the reasons for granting it.
  • The scientific achievement must fall within the required promotion period.
