Data Management, Statistics, and Strategic Planning at the University of Kirkuk

The Studies and Planning Department is considered the starting point for knowledge management and scientific development at the university. It provides comprehensive data and statistics on colleges, centers, and administrative units, and develops short-, mid-, and long-term strategic plans aligned with labor market needs and the directions of the Ministry of Higher Education and Scientific Research.

The department prepares the annual admission plan for morning and evening studies, supports the establishment of new departments and colleges based on community demand for specialized skills, and builds integrated databases for students, faculty members, and staff. It also updates university statistics and supervises online systems related to human resources and student affairs.

In addition, the department prepares annual reports on scientific and student activities and submits them to the Ministry, while managing online programs connected to HR, students, and scientific research—enhancing the university’s standing locally and internationally.

Online Portals and Systems Managed by the Department

The Studies & Planning Department manages several specialized online portals that support research and document knowledge production at the University of Kirkuk. Through these portals, researchers can register publications, request official endorsements, and document patents and curriculum books. The portals also support tracking studies submitted for academic promotion and accessing the published research directory.

4 Implementing Ministry Instructions and Coordinating with Colleges
Implementing directives and recommendations from the Ministry of Higher Education and Scientific Research (Studies, Planning, and Follow-up Directorate), coordinating with college deanships and administrative units, archiving official correspondence digitally, and distributing communications through the intranet system.
5 University Statistics and Databases for Faculty and Students
Updating university statistics annually, preparing graduate statistics (by department, gender, and nationality), and maintaining faculty databases including hiring, transfers, resignations, and study leave—via the Online HR statistical system.
6 Admission Plan for Undergraduate Morning & Evening Studies
Preparing the undergraduate admission plan at the beginning of each academic year, including current admissions, actual enrolled numbers, and next-year admission projections based on each department’s capacity and labor market needs.
7 Annual Report on Scientific and Student Activities
Producing the annual report covering conferences, seminars, workshops, training courses, extracurricular student activities, published research, authored books, official missions, and submitting it to the Ministry (typically in the 10th month each year).
8 Managing Online Systems for HR and Students
Managing online statistical systems for HR and student data (undergraduate and postgraduate), forming central and sub-committees in colleges for data entry, managing administrative order uploads for medical and health graduates, and updating operational movement data.
9 Electronic Research Registration System as a Research Database
Managing the electronic research registration program from research completion and publication acceptance to publication in journals or conferences, documenting researchers and reputable journals, issuing endorsements for academic promotion needs, and using the system as a database for official reporting.
