Dr. Hind Abdul anad Abdullah, a lecturer at the Faculty of education for girls at the University of Kirkuk, has published a book entitled: The legal system "for the secondment of a public employee", from the publishing house and distribution routes of knowledge - Egypt . The teaching session recalled that the author dealt with the topic of public employee secondment, in terms of its concept, conditions and legal basis, and how to exchange experiences, administrative capabilities and competencies and strengthen relations between governments and regional and international organizations, as well as the effects of employee secondment and control elimination.
