The Legal Division at the College of Agriculture, University of Kirkuk, in cooperation with the Continuing Education Division, organized a seminar on written undertakings in the workplace and their impact on disciplinary liability under Iraqi law, with the attendance and participation of the College’s teaching and administrative staff.
The seminar included a lecture delivered by Assistant Professor Basira Abdullah Ahmed, which aimed to explain the legal value of written undertakings, their legality, and their evidentiary force against employees in light of Iraqi legislation, particularly the State and Public Sector Employees’ Discipline Law No. 14 of 1991, as amended. The lecture also addressed the extent to which a written undertaking may contribute to establishing disciplinary liability for a public employee.
The lecturer highlighted the circumstances in which an administration may require an employee to submit a written undertaking, distinguishing between undertakings that serve as organizational or preventive measures and those that may have disciplinary consequences. She also explained the limits of administrative authority in using such undertakings and emphasized that they should not be used as a means of circumventing the legal safeguards established for employees.
