Examination Instructions No. (134) of 2000

Article 1- These instructions apply to universities, the Technical Education Authority, and the colleges and institutes affiliated with each of them.

Article 2- First - The college council or the institute council shall determine, upon a proposal from the department or branch council in the college in which there are no departments, the number and type of pursuit exams, the method of conducting them, and calculating their percentages, provided that the pursuit grade is not less than 30%, thirty percent, and not more than 50%, fifty percent. One hundred percent of the final grade, except for topics of a practical and applied nature, the percentage of which is determined by the University Council or the Technical Education Authority Council.
Second - The final exams in the graduating classes of medical colleges include some topics determined by the College Council, and the annual completion of sixth-grade subjects in medical colleges is calculated at a rate of (20%) twenty percent of the final grade.

Article 3- First: The quarterly or annual final exam for the first and second rounds will be confidential in all subjects.
Secondly - The semester or annual exam includes the topics covered during the semester or year, provided that the study period for the semester lessons is not less than (15) fifteen weeks and the annual lessons are not less than (30) thirty weeks, not including the days of final exams and school holidays.

Article 4 - The faculty member is committed to programming the vocabulary of the subjects he studies, along with the distribution of grades for the annual endeavor and the final exam. This is announced at the beginning of the academic year and the grades for the annual endeavor are announced to the students no later than five days before the start of the final exams through the department after the approval of the department head or the chairperson. Branch in colleges that do not have departments, and the student has the right to object to the grade or correct the error during the aforementioned period.

Article 5- The college or institute council shall form, upon the proposal of the dean, one or more permanent committees to administer examinations during the academic year.

Article 6- The minimum passing grade is (50%) fifty percent for each subject.

Article 7- Every two semester subjects in colleges that adopt the semester system are counted as one annual subject unless the number of hours for the semester subject is equal to the minimum number of study hours for one subject during the academic year.

Article 8- First: The student who failed half the subjects or less in the first round exams is allowed to take the second round exams in the subjects in which he failed 0. Conversely, he is considered to have failed the first round, with the exception of students in the final year in medical colleges.

Second - If the student is considered to have failed in either the first or second session, he will repeat the year full time and take an exam in all the subjects in which he failed, as well as in which he obtained an acceptable grade, taking into account what was stated in the provisions of Article (18) of these instructions.

Third - The failing student is exempted from the deleted topics and is required to take the new topics in his grade when changing the curricula, provided that this does not lead to his transfer to a higher grade or his graduation unless it is not required for a subject, taking into account what is stated in the clause.

Fourth - If the student succeeds in all the subjects in the academic stage he is in and fails in some of the subjects from a lower grade, he will be passed to the higher grade and will remain loaded with the subjects in which he failed and must pass them in the following year, even if he succeeds in the subjects of the higher grade.

Article - 9 - The student is considered to have failed any subject if his absences exceed (10%) ten percent of the hours scheduled for that subject without a legitimate excuse or (15%) fifteen with a legitimate excuse approved by the college or institute council.

Article 10- The student may participate in the second round exams if his failure to participate in the first round exams is due to a legitimate excuse approved by the college or institute council, provided that this is supported by official documents and in one of the following cases:
First: sudden illness
Second: The death of one of his first-degree relatives
Third: Run-over accidents
Fourth: Sudden arrest

Article 11- Study subjects of a practical or applied nature that do not have a final exam are excluded from taking the second round exam. This is determined by the college or institute council at the beginning of the year and announced to the students.

Article 12- It is not permissible to postpone the second round exam under any circumstances.

Article -13- Ten (10) marks will be deducted from the final grade for the subject in which the student passed in the second round when calculating the average, except for passing with an acceptable grade, in which case his grade will be 50%, fifty percent in that subject.
Article 14 - The Department Council prepares the final results and submits them, along with its recommendations, to the College or Institute Council for approval and announcement, except for the completed grades, in which case the President of the University or the President of the Technical Education Authority must approve them.

Article 15- First: The student’s average is calculated on the basis of the grades he obtained in each subject, taking into account the number of units for each subject.

Secondly - The unit is considered an effort of one theoretical hour per week for a period of (15) fifteen weeks.

Third: In colleges, every two practical hours is equivalent to one theoretical hour, and every three practical hours is equivalent to one and a half hours, while in the institute, one practical hour is equivalent to one theoretical hour.

Article 16- First: The student’s graduation rank is calculated according to the following:

1. For a two-year study, the percentage of years to calculate the graduation rank is as follows:

The first year 40%                forty percent
Second year 60%                 sixty percent

2   In studies that last (4) four years, the distribution of the percentage of years is as follows:

The first year 10%                                one tenth of a percent
Second year 20%                                Twenty percent
Third year 30%                               thirty percent
Fourth year 40%                             Forty percent

C- In studies with a duration of (5) five years, the distribution of the percentages of years is as follows:
The first year 5%                                 one-fifth of a percent
The second year 10%                                one tenth of a percent
The third year 15%                                fifteen percent
Fourth year 30%                             Thirty percent
Fifth year 40%                             Forty percent

D- In studies of duration (6)
The first year 5%                  one-fifth of a percent
The second year 5%                  one-fifth of a percent
The third year: 5%                  one-fifth of a percent
Fourth year 20%               twenty percent
Fifth year 25%             twenty-five percent
Sixth year 40%            forty percent

Second - The graduation rate is calculated by multiplying the student’s average in each year by the percentage indicated accordingly, and the sum for the academic years is the student’s graduation rate.

Article 17- First: The results are announced with the following estimates to determine the student’s level among the successful students in terms of grades:
Excellence corresponds to grades of 90 ninety - 100 hundred
Very good, followed by grades: 80 eighty-89 eighty-nine
Good                    Corresponding to it in degrees             70 seventy- 79 seventy-nine
Average              corresponds to the degrees              60 sixty-69 sixty-nine
Acceptable                Corresponding in grades             50 fifty-59 fifty-nine
Fail                 corresponds to grades              49 forty-nine or less

Second: Fractional grades are divided into one grade if they are half or more for one subject.

Article 18 - First - The University Council or the Authority Council, based on the recommendation of the University Council or Institute, may calculate a year of non-failure for the student who failed in the subjects in which he did not participate in the second round in the second year in the event that he submits a medical report certified by a specialized committee in the Ministry of Health due to... Outside of his control or due to force majeure during the examination period, which the college or institute council is satisfied with.

Secondly - The University Council or the Authority Council, based on the recommendation of the College or Institute Council, allows the student who failed in the year ending for two consecutive years and who failed in the second year in one annual subject or in two semester subjects to take the exam in the third year, provided that his position on military service is sound and not He has spent the period permitted for his stay in the college or institute.

Article 19- The student’s relationship with the college or institute ends in one of the following two cases:
First - If he failed his class for two consecutive years.

Second - If the student exceeds twice the specified period of study in his specialty, including the years of failure, non-failure, postponement, and any other years added to the student or when he transfers to another study.

Article 20 - If it is proven that the student cheated or attempted to cheat in any of the daily, weekly, monthly, or final semester exams, he is considered to have failed all subjects for that year, and if this is repeated, he will be dismissed from the college or institute, and his entry will be deleted from its records.

Article 21 - First - The student may postpone his studies for one year for legitimate reasons that the college or institute council is convinced of, provided that he submits the postponement request at least thirty days before the start of the final exam.

Second: The university president or the head of the body, based on the recommendation of the college or institute council, may postpone the student’s study for a second year for legitimate reasons he is convinced of, provided that the postponement request is submitted at least thirty days before the start of the final exam.
Third - It is not permissible to postpone a student’s studies in colleges or institutes that follow the semester system in the second semester unless it is due to a reason beyond his control and he has been successful in the first semester. In this case, the postponement is considered for the entire academic year.

Fourth - The Minister or whomever he authorizes among the university presidents or the body, based on the recommendation of the University Council or the Technical Education Body and for convincing legitimate reasons, may postpone the student’s studies for a third year, taking into account what is stated in Article (19) of these instructions.

Article 22- Examination Instructions No. (7) of 1989 shall be cancelled

Article 23- These instructions shall be published in the Official Gazette and shall be effective from the academic year 2000/2001.

Second amendment to exam instructions

Article 1- The text of Article (8) of Examination Instructions No. (134) of 2000 shall be canceled and replaced with the following:
Article 8 - First - A student who fails half of the subjects (allocating the fraction in the case of an odd number of subjects in favor of the student) or less in the first round exams is allowed to take the second round exams in the subjects in which he failed. Conversely, he is considered to have failed the first round, with the exception of students in the final year in the College of Medicine. Taking into account what is stated in Article (20) of these instructions.
Second - If the student is considered to have failed any of the first or second courses, he will repeat the year in full time and take an exam in the subjects in which he failed, as well as the subjects in which he obtained an acceptable grade.

Third: The failing student will be exempted from the deleted topics and will be required to take the new topics in his grade when the curricula are changed, provided that this does not lead to his transfer to a higher grade or his graduation unless it is not required for a topic, taking into account what is stated in Clause (Second) of this article.

Fourth - If the student succeeds in all the subjects in the academic stage he is in and fails some of the subjects from a lower grade, he will be passed to the higher grade and will remain loaded with the subjects in which he failed and must pass them in the following year, even if he succeeds in the subjects of the higher grade.

Article 2 - The following shall be added to the text of Article (16) of the Instructions, and Clause (Third) thereof shall be:
Third - The success rank is calculated for the student who is accepted into a class higher than the first year (such as the top graduates of institutes accepted in the second year or in cases of transfer from outside the country, etc.) for the years he studied only, and with the same percentages specified above for each stage, recalculated to (100%).

Article 3 - The text of Article (17) of the Instructions shall be canceled and replaced with the following:
Article 17: First: The results are announced with the following estimates to determine the student’s level among the successful students in terms of grades:
Excellence – equivalent to grades: 90-90-100 hundred
Very good - equivalent to 80 degrees - less than ninety
Good - equivalent to the grades: 70 seventy - less than eighty
Average - corresponding to degrees 60 sixty - less than 70 seventy
Acceptable - equivalent in grades: 50 fifty - less than 60 sixty
Fail - equivalent to grades 49 forty-nine and below

Second: Fractions of a grade are rounded to a correct grade if they are half or more for one subject.

Third: It is not permissible to reconcile fractions of a degree to a correct degree in relation to the average.

Article 4- The text of Article 19 bis of the instructions shall be canceled and replaced with the following:
Article 19 - repeated -
First - A - Students whose registrations were upgraded from morning studies in colleges and institutes with a different specialization are accepted with lower admission limits in the average for that year than the colleges and institutes in which their registrations were upgraded and according to their choice. The Ministry is responsible for distributing them among the colleges and institutes according to a special form prepared for this purpose, provided that their number does not exceed 10% of the admission plan at the college or institute. This number is added to the admission plan determined annually. Students enroll starting from the first grades, and the college or institute council may exempt them from some subjects.

First - In the event that the registration of students covered by the provisions of Paragraph (A) of this clause is upgraded, their registrations will be permanently upgraded from the records of the morning colleges.

Secondly - A - Students who have their registrations in the first and second grades in colleges/morning studies in the class of the specialty corresponding or close to their specialization in one of the Institutes of the Technical Education Authority/morning or evening studies are accepted.
B- Students whose registrations have been upgraded in the second grades and above in colleges/morning studies are accepted in the second year in the specialty corresponding or close to their specialization in one of the institutes of the Technical Education Authority, whether morning or evening studies.

The provisions of paragraphs (a) and (b) of this clause apply to students whose enrollments in colleges/evening studies have been upgraded for admission to one of the evening institutes of the Technical Education Authority.
Students whose registrations in technical institutes were upgraded in morning studies, graduates of vocational schools, will be returned to their same grades and specializations in evening studies.
Third: Students whose registrations have been upgraded in the sixth year of medical colleges are given the opportunity to take the exam in two turns only.
Fourth - The provisions of clauses (First) and (Second) of this article are considered independent options and it is not permissible for students whose registrations are amended to combine them.
Fifth - The provisions of this article do not include students who were accepted into colleges and institutes with distinction of their own, namely (the top ten and distinguished ones from the institutes and the top five across the country in vocational preparatory school).

Sixth: Whoever is included in the provisions of this article must have completed military service, been exempted from it, paid the cash allowance for it, or been deferred from it for non-academic reasons.

Article 5- The text of Article (20) of the instructions shall be canceled and replaced with the following:
Article 20- If the student is proven to have cheated or is proven to have attempted to cheat in any of the daily, monthly, semester, or final exams, he is considered to have failed all subjects for that year. If this is repeated, he will be dismissed from the college or institute and his entry will be deleted from its records.

Article 6- These instructions will be implemented from the date of their publication in the Official Gazette.

The third amendment to examination instructions No. (134) of 2000

Based on the provisions of Clause (2) of Article (37) of the Ministry of Higher Education and Scientific Research Law No. (40) of 1988, we issued the following instructions.

Third amendment to examination instructions
No. (134) of 2000

Article 1- The text of Clause (Second) of Article (19) of Examination Instructions No. (134) of 2000 shall be canceled and replaced with the following:
Secondly - If the student exceeds the prescribed period of study in his specialty and half of this period includes the years of failure, and the years of postponement and non-failure are not counted among that.
This decision applies to new students who will be accepted for the 2004/2005 academic year.

Article 2- These instructions will be implemented from the date of their publication in the Official Gazette.
