The Department seeks to open specialized courses for university members through employees, administrators and technicians, as well as qualifying courses for various government institutions and departments in the governorate to raise scientific and administrative capabilities for the purpose of strengthening and consolidating administrative and scientific work in the governorate and evaluating the quality of educational performance.

Objectives :
Contributing to spreading culture and scientific and cultural awareness to various sectors of society using advanced, comprehensive methods through discussion and study circles, seminars, conferences and scientific workshops to advance the educational community in all its aspects to meet its various needs and requirements and lay the correct foundations and standards for scientific cadres.
Maintaining the creation and interaction between the Ministry of Higher Education and various institutions to exchange scientific and cultural experiences
Follow up on new work in specialized fields to ensure rapid and continuous development
Providing qualified cadres ready to acquire modern and correct skills and practices, thus reducing the hiring and retraining of new employees.
