The letter recommended that the legislator not extend the effect of the husband’s loss of citizenship to the wife if it was withdrawn from him due to committing an act considered a threat to the security and safety of the state, and to abolish the exception contained in Paragraph (5) of Article (19) of the Iraqi Civil Code, which did not give foreign women the right to apply their law. Rather, it gave preference to national law only, and this is illogical because private international law arose to deal with legal relations in which one of the parties is a foreigner.
