Legal Basis
Pursuant to the provisions of Paragraph (2) of Article (37) and Paragraph (2) of Article (47) of the Ministry of Higher Education and Scientific Research Law No. (40) of 1988.
Article 1 / The student shall comply with the following:
First Comply with the laws, regulations, internal regulations, instructions and orders issued by the Ministry of Higher Education and Scientific Research and its institutions (university, commission, college, institute).
Second Refrain from offending religious beliefs, national unity or national sentiments, or deliberately provoking sectarian, ethnic or religious discord, whether by action or speech.
Third Refrain from harming the reputation of the Ministry or its institutions by word or deed, inside or outside them.
Fourth Avoid anything inconsistent with proper university conduct, including discipline, respect for the administration, teaching staff and employees, and collegial and cooperative relations among students.
Fifth Maintain proper disciplined conduct that will have a positive effect when being appointed or nominated for scholarships and study fellowships.
Sixth Refrain from any act that may disturb order, security, tranquility and peace within the university campus (college or institute), or participating in, inciting, or concealing those responsible for such acts.
Seventh Preserve educational facilities and the property of the university, commission, college or institute.
Eighth Refrain from disrupting the proper conduct of study at the college or institute.
Ninth Comply with the prescribed uniform for students, while taking into consideration the particular circumstances of each university or commission.
Tenth Avoid calling for organizations that deepen division or practicing any form of political, religious or social persecution.
Eleventh Avoid propaganda for any political party or organization, or ethnic, national or sectarian group, whether through displaying pictures, banners and posters or holding seminars.
Twelfth Refrain from inviting party figures to deliver lectures or hold partisan or religious propaganda seminars within the university campus in order to preserve national unity.
Article 2 / The student shall be cautioned if they commit any of the following violations:
First Failure to comply with the prescribed uniform at the university or commission.
Second Harm to collegial relations among students or verbally insulting another student.
Article 3 / The student shall be cautioned if they commit any of the following violations:
First An act warranting a caution while having previously been punished with a caution.
Second Disturbing order, security and tranquility at the university, commission, college or institute.
Article 4 / The student shall be suspended for thirty (30) days if they commit any of the following violations:
First An act warranting a warning while having previously been punished with a warning.
Second Verbally insulting an employee of the university who is not a member of the teaching staff.
Third Defaming a member of the teaching staff in a manner that harms their reputation inside or outside the college or institute.
Fourth Placing posters inside the university campus that disturb public order and morals.
Article 5 / The student shall be temporarily suspended from the university for a period not exceeding one academic year if they commit any of the following violations:
First Repeatedly committing any of the acts stipulated in Article (4) of these Instructions.
Second Engaging in or inciting sectarian or ethnic groupings, or political or partisan gatherings, within the university campus.
Third Physically assaulting an employee of the university who is not a member of the teaching staff.
Fourth Using violence against fellow students.
Fifth Threatening to carry out armed acts of violence.
Sixth Carrying any type of weapon, licensed or unlicensed, within the university campus.
Seventh Deliberately or through gross negligence causing damage to the property of the university, commission, college or institute.
Eighth Offending national unity or religious beliefs.
Ninth Verbally insulting a member of the teaching staff inside the college or institute or outside them.
Tenth Damaging the reputation of the university or commission by word or deed.
Eleventh Deliberately disrupting the proper conduct of study.
Twelfth Proven commission of fraud or deception against fellow students or employees of the college or institute.
Article 6 / The student shall be permanently dismissed from the college or institute by a decision of the university or commission and their enrollment shall be cancelled if they commit any of the following violations:
First Repeating any of the violations stipulated in Article (5) of these Instructions.
Second Physically assaulting a member of the teaching staff or lecturers at the university, commission, college or institute.
Third Committing an indecent act contrary to public morals and ethics.
Fourth Submitting any forged documents, books or records while knowing that they are forged, or being an instigator of forgery.
Fifth Being proven to have committed an act that disturbs security and tranquility within the university campus, or participating in or assisting in such an act.
Sixth Being convicted of a felony or misdemeanor involving dishonor where the period of imprisonment exceeds one year.
Article 7
First Imposing the penalties stipulated in Articles (2), (3), (4), (5) and (6) of these Instructions on a violating student does not prevent the imposition of other penalties if the violation falls under penal laws.
Second If criminal proceedings are initiated against a student for an act attributed to them outside the university or institute, disciplinary consideration shall be postponed until the criminal proceedings have been decided.
Article 8
The Dean of the college or institute shall form a Student Discipline Committee chaired by the Assistant Dean and consisting of two members of the teaching staff, one of whom shall be a legal specialist, in addition to an elected representative of the Students' Union. One of the administrative employees shall be assigned as the committee's rapporteur.
Article 9
No disciplinary penalty may be imposed unless recommended by the Student Discipline Committee.
Article 10
The disciplinary penalties stipulated in these Instructions shall be imposed by a decision of the College or Institute Council. The Council may delegate its powers to the Dean of the college or institute.
Article 11
First The penalties of caution and warning shall be final.
Second A student suspended from the college or institute for a period not exceeding thirty (30) days may object to the suspension decision before the College or Institute Council, whose decision shall be final.
Article 12
A student may object to suspension decisions referred to in Clauses (Second), (Third) and (Fourth) of Article (11) of these Instructions within seven (7) days from the date of being notified of the decision issued against them. If notification is not possible, the student may object within fifteen (15) days from the date the suspension decision is published on the notice board.
Article 13
The disciplinary decision shall be posted on the notice board of the college or institute for a period of not less than fifteen (15) days, and the student's guardian shall be notified of it in writing.
Article 14
The Higher Education Student Discipline Instructions No. (19) of 1989 are hereby repealed.
Article 15
These Instructions shall enter into force from the date of their publication in the Official Gazette.
