The thesis aimed to shed light on the trends of the Iraqi constitutional legislator in relying on cyberspace to manage state facilities by exploiting satellite and Internet-based systems to monitor natural phenomena and manage infrastructure, urban planning, agriculture and security.

The thesis concluded that the Constitution of the Republic of Iraq for the year 2005 was devoid of the use of electronic astronomy in an accurate and detailed manner, but this can be implicitly inferred through the organization of public facilities and various sectors, and if the administrative authority does not do so in order to achieve the public interest, it will be held responsible before the judiciary.
