Anti-Corruption Strategy in Government Institutions

The scientific activities carried out by the Continuing Education Division of the College of Education for Women at the University of Kirkuk, under the sponsorship and supervision of the Dean of the College, Professor Dr. Ibrahim Saleh Ahmed Al-Jubouri, included a scientific seminar titled "Anti-Corruption Strategy in Government Institutions." The seminar was organized in collaboration with the Legal Affairs Division and in coordination with the Psychological Counseling and Guidance Unit at our college. The seminar was presented by Ms. Wijdan Risan, the head of the Legal Affairs Division, Dr. Salma Hussein, the head of the Psychological Counseling and Guidance Unit, and Ms. Wisam Mohammed, a representative of the Women Empowerment Unit at the college.

The seminar discussed the definition of corruption and its various types, whether in terms of size or prevalence, as well as the causes of its occurrence. Corruption is considered one of the challenging issues in any society, and communities have recognized the seriousness of this problem and have enacted systems and laws to combat it. The use of diverse strategies to combat corruption involves the implementation of effective systems, laws, and regulations, as well as the activation of the oversight role of legislative and regulatory bodies. It also includes the utilization of technology in combating corruption, the implementation of specific penalties for corrupt practices as an important means of combating corruption. Additionally, the seminar emphasized important aspects used in anti-corruption strategies in administrative and financial aspects within government institutions, such as focusing on selecting individuals based on merit and competence, as well as the political will to combat corruption. The application of technological and information strategies includes a focus on using television cameras for monitoring, as well as the use of electronic fingerprinting, which are important considerations. Furthermore, the seminar addressed the methodological approaches for combating corruption and protecting society from its effects.
