A doctoral thesis in public law at the College of Law and Political Science at the University of Kirkuk discussed the acquired financial rights of a public employee and their guarantees/a comparative study
The thesis presented by researcher Diyar Ahmed Saber aimed to know the acquired financial rights and explain the types that a public employee may acquire, the factors affecting them, and the guarantees necessary to protect these judicial and non-judicial rights.
The thesis concluded that the acquired financial rights of the public employee are a reflection of the government’s work program for a certain period of time, and that they are an essential means of implementing the management plan, and that the principle of non-retroactivity of the laws contained in the Constitution is one of the important guarantees to protect the acquired financial rights of the public employee from being compromised.
