About the Department

The Department of Special Education was established under the ministerial order issued by the Directorate of Studies, Planning, and Follow-up No. 8640 on July 27, 2025. The department occupies a distinguished academic position in preparing qualified university teachers to deliver advanced educational and pedagogical programs that focus on providing the best modern strategies and supportive services for individuals with special needs. It also aims to raise family awareness in creating a supportive environment, guiding them in dealing with their children, and developing their creative, academic, and psychological abilities. Moreover, the department seeks to empower individuals with special needs to participate effectively in society and to strengthen cooperation with educational and health institutions, as well as civil society organizations, in order to achieve an inclusive and supportive educational environment that enhances their role within the community.

Department Vision

Empowering students to apply theoretical knowledge and experiences in the educational field, while developing their attitudes and scientific interests in ways that enhance their readiness and personal abilities. This, in turn, will be reflected in their professional performance as teachers in the classroom—especially in working with students who have learning difficulties in primary schools, who are considered the cornerstone for building a promising future generation. The department also aims to establish an educational system capable of preparing qualified and specialized human resources in the fields of education and special education, in accordance with global quality standards, to meet the current and future needs of society.

Department Mission

Preparing male and female teachers who possess a strong sense of belonging and good citizenship, with genuine faith in God and His Messenger, and in the spiritual and moral values brought by Islam and other heavenly religions. This foundation enables them to fulfill their educational and professional mission with sincerity and dedication, positively influencing the educational reality and contributing to the nation’s development in the field of learning and teaching.

The department also seeks to create a scientific and cultural environment that prepares students equipped with academic and practical qualifications, capable of providing research and advisory services that meet the current and future needs of society. Additionally, it aims to strengthen academic ethics, find solutions to psychological problems, and develop the ability to effectively teach and support individuals with special needs.

Department Objectives

  • To prepare students scientifically and educationally to enable them to become committed and distinguished teachers in the fields of education and special education.
  • To strengthen cooperation between the department and the General Directorate of Education through the organization of seminars and training courses on modern teaching methods for educational staff, as part of the department’s continuous education program.
  • To focus on conducting research and studies, and on developing tests and measurement tools related to the department’s area of specialization.
  • To promote the development of the department’s teaching staff through coordination with Arab and international universities, in order to obtain approvals for their participation in training courses or research fellowships that enhance their professional performance in specialized scientific fields, thereby positively impacting the educational process.
  • To provide relevant state institutions with qualified academic personnel specialized in education, special education, and child psychology, contributing to the study of various psychological issues and phenomena and finding suitable solutions.
  • To assess the current situation of special education teachers in primary schools in Iraq, and to use it as a foundation for reform, development, and human advancement.
  • To develop and enhance the scientific and educational skills and competencies of special education teachers and supervisors.
  • To prepare qualified and dedicated teachers for the field of special education.
  • To develop special education curricula in accordance with modern advancements and the needs of students and society.
