Office of the Dean - College of Computer Science

The Dean of the College exercises the following powers to manage the affairs of the College and achieve its objectives:

1. Scientific Authorities:
  1. Implementing University Council decisions regarding the College.
  2. Managing the College scientifically, administratively, educationally, culturally, and financially.
  3. Monitoring the progress of undergraduate and postgraduate studies in the College.
  4. Chairing the College Council and its scientific bodies, and submitting their minutes to the University President for approval.
  5. Preparing quarterly and annual scientific reports on College activities.
  6. Approving the recommendations of department and branch councils.
  7. Scientific and administrative supervision of academic department activities and the Consultancy Bureau.
  8. Recommending the appointment of heads of academic departments and associate deans.
  9. Applying all issued regulations and instructions concerning scientific and educational organization, as well as decisions issued by the College Council.
  10. Convening extraordinary meetings of the College Council.
  11. Forming major committees within the College and issuing corresponding administrative orders.
  12. Forming College examination committees and exam question printing committees.
  13. Evaluating the annual performance of faculty members in consultation with department or branch heads.
  14. Representing the College in meetings and seminars.
2. Administrative Authorities:
  1. Promoting faculty members, administrative staff, technicians, and employees, and granting annual increments in accordance with applicable laws, decisions, and instructions.
  2. Signing employment contracts for Arab and foreign faculty members, experts, and technicians, defining their employment conditions, and terminating their services according to contract terms and active regulations.
  3. Dispatching all College personnel (faculty, administrative staff, and workers) within the country for up to (60) days for scientific purposes, student training, or other official College requirements, granting designated allowances, and recommending external dispatches according to valid instructions.
  4. Recommending admission for holders of postgraduate degrees (Master's and Doctorate) and equivalent qualifications.
  5. Corresponding with all state departments and institutions (excluding higher authorities and Ministers' offices) regarding all scientific and educational College matters within its scope, except overall university policy.
  6. Approving the secondment of faculty members to state institutions under the University Service Law.
  7. Accepting the resignation of technical and administrative staff according to Civil Service Law provisions, after verifying clearance of state obligations (excluding faculty).
  8. Approving faculty sabbatical leave following recommendation by the department/branch and College Council, and granting prescribed allowances.
  9. Approving official leave travel abroad for faculty and staff during the academic year (in urgent cases without disrupting teaching) and during academic holidays.
  10. Disbursing accumulated leave salaries for full-time faculty up to (180) days.
  11. Notifying unauthorized absentees and issuing administrative orders considering them resigned after the notice period expires.
  12. Recommending changes in job titles for technical and administrative staff when required.
  13. Retiring technical and administrative staff upon reaching legal age.
  14. Determining official working hours within statutory limits.
  15. Granting spousal accompaniment leave for faculty and employees.
  16. Granting cash and in-kind rewards to workers up to (50,000) IQD per instance.
  17. Transferring employees according to College needs and operational interests.
  18. Granting leave to College personnel during spring recess.
  19. Appointing the top ten graduating students of the College and providing the University with copies of appointment orders.
  20. Approving student registration for postgraduate studies.
  21. Approving recommendations of committees established within the College.
3. Financial Authorities:
  1. Granting all categories of allowances according to applicable laws, decisions, instructions, and regulations.
  2. Approving the procurement and import of laboratory tools, equipment, journals, and books.
  3. Approving honoraria for non-university personnel for teaching, training, or thesis supervision within the College.
  4. Authorizing expenditure across all College budget lines within legal limits, up to (10,000,000) Iraqi Dinars per instance where unspecified.
  5. Approving obligations and awarding contracts and tenders for College scientific operations.
  6. Granting time extensions and approving additional bills of quantities for projects and commitments.
  7. Approving designs, plans, and studies prepared by engineering units and advisory offices.
  8. Rewarding College personnel and external individuals for outstanding efforts up to (25,000) Iraqi Dinars.
  9. Approving the write-off of damaged or destroyed state property not caused by deliberate negligence up to (1,000,000) Iraqi Dinars.
