A doctoral thesis in public law at the College of Law and Political Science at the University of Kirkuk discussed the formation of the government according to the constitutional majority in Iraq / a comparative study.
The thesis presented by researcher Idris Qasim Kazem aimed to explain the mechanism for forming the government in accordance with the majority required by the Constitution of the Republic of Iraq for the year 2005, and to present the efforts to form successive Iraqi governments after 2003 between the political blocs and to discuss the mechanism of consensual democracy in forming these governments. And the decisions of the Federal Supreme Court on this subject.
The thesis recommended the necessity of adhering to the constitutional terms in forming the government and imposing legal penalties for violating these terms.
