A lecturer in the Department of Quranic Sciences and Islamic Education, Asst. Prof. Dr. Mushtaq Ali Allah Wardi, published his scientific research with the participation of Prof. Dr. Mahmoud Shaker Majeed, a lecturer in the College of Basic Education, entitled (The Purposeful Explanation: A Study of Purposes), which means explaining rulings by rulings and goals and exploring the legal secrets in texts. It deals with the contents of texts and links them to their meanings. The scholars of Usul have spared no effort in researching the meanings of words and clarifying their issues, but work and diligence are based on more than this. Therefore, it is required of the mujtahid to know the science of objectives, because the purposeful or interest-based explanation is more general and comprehensive than the partial or analogical explanation. Therefore, the meaning of the text may not be sufficient for the ruling, so the jurist uses the ruling and the intended goals of the text to reach the legal ruling, and with it the suitability of legitimacy for every time and place becomes clear. In turn, His Excellency the Dean, Professor Dr. Farhad Aziz Mohiuddin praised the efforts made by the professors in publishing their research in international journals, praising the valuable contribution and high scientific level that reflects the pioneering role of the faculty members in the college. His Excellency stressed the importance of scientific research in raising the level of the college and its academic and scientific progress, expressing his continuous support for their efforts and encouraging them to achieve more scientific and research achievements.
