Under the patronage of the President of the University of Kirkuk, Prof. Dr. Omran Jamal Hassan, and the supervision of the Dean of the College of Arts, Prof. Dr. Omer Najm Al-Deen Enja, the College of Arts / Continuing Education Division, in collaboration with the Legal Affairs Division, organized a scientific seminar titled "The Philosophy of Legislation and Its Importance: The Foundations of Laws and Their Impact on the Behavior of Public Employees."
The seminar emphasized the importance of enhancing societal awareness and the role that laws play in state-building, highlighting their significance in Iraqi legislation. The seminar also focused on the impact of these laws on regulating the behavior of public employees in ministries, departments, and state institutions.
The seminar featured lectures by the Dean of the College, Dr. Saman Salman, and Amira Salah Al-Deen, who discussed the importance of Iraqi laws in this context and the government support for legislation aimed at achieving justice, equality, and true citizenship.
