Student Discipline Instructions in MOHE Institutions

No. 160 of 2007

Article 1: General Obligations of the Student

  1. Compliance with laws, regulations, instructions, and orders issued by the Ministry of Higher Education and its institutions.
  2. Non-violation of religious beliefs, national unity, or national feelings, and avoidance of inciting sectarian, racial, or religious strife.
  3. Refraining from damaging the reputation of the Ministry or its institutions through speech or action, inside or outside campus.
  4. Avoiding any behavior contrary to university conduct, including maintaining discipline and respect for faculty, administration, and colleagues.
  5. Maintaining disciplined and upright conduct, which positively impacts appointments or nominations for scholarships and fellowships.
  6. Refraining from any act that disrupts order or tranquility within the campus, participating in it, or covering it up.
  7. Preserving educational materials and the property of the university, board, college, or institute.
  8. Ensuring no disruption to the proper course of study in the college or institute.
  9. Adhering to the prescribed uniform for students, while respecting the specificity of each university or board.
  10. Avoiding calls for organizations that promote division or practice any type of political, religious, or social persecution.
  11. Avoiding propaganda for any political party, organization, or ethnic, national, or sectarian group within the campus.
  12. Refraining from inviting partisan figures to deliver lectures or hold partisan or religious propaganda seminars.

Article 2-3: Warning and Censure

A student shall be punished with a warning/censure if they commit any of the following violations:

  1. Failure to comply with the prescribed uniform.
  2. Damaging peer relationships or verbal misconduct toward another student.
  3. Disrupting order and tranquility in the university, college, or institute.

Article 4: 30-Day Suspension

A student shall be punished with suspension for thirty days in the following cases:

  1. Repetition of violations that warrant a warning or censure.
  2. Verbal misconduct toward any staff member other than faculty members.
  3. Defamation of faculty members.
  4. Placing posters that disrupt public order and morals within the campus.

Article 5: Temporary Dismissal (One Academic Year)

A student shall be punished with temporary dismissal for a period not exceeding one academic year in the following cases:

  1. Repetition of violations stipulated in Article 4.
  2. Practicing or inciting sectarian or racial blocs, or political and partisan gatherings.
  3. Assaulting any staff member other than faculty members.
  4. Using violence against colleagues or threatening armed violence.
  5. Carrying weapons within the campus.
  6. Causing serious damage to the property of the university, college, or institute.
  7. Insulting national unity or religious beliefs.
  8. Verbal misconduct toward faculty members or damaging the university's reputation.

Article 6: Permanent Dismissal

  1. Repetition of temporary dismissal violations.
  2. Assaulting faculty members or lecturers.
  3. Committing disgraceful acts or violations of public morals and ethics.
  4. Submitting forged documents or certificates.
  5. Being convicted of a felony or a misdemeanor involving moral turpitude with a sentence exceeding one year.
