Student Discipline Instructions in MOHE Institutions
No. 160 of 2007
Article 1: General Obligations of the Student
- Compliance with laws, regulations, instructions, and orders issued by the Ministry of Higher Education and its institutions.
- Non-violation of religious beliefs, national unity, or national feelings, and avoidance of inciting sectarian, racial, or religious strife.
- Refraining from damaging the reputation of the Ministry or its institutions through speech or action, inside or outside campus.
- Avoiding any behavior contrary to university conduct, including maintaining discipline and respect for faculty, administration, and colleagues.
- Maintaining disciplined and upright conduct, which positively impacts appointments or nominations for scholarships and fellowships.
- Refraining from any act that disrupts order or tranquility within the campus, participating in it, or covering it up.
- Preserving educational materials and the property of the university, board, college, or institute.
- Ensuring no disruption to the proper course of study in the college or institute.
- Adhering to the prescribed uniform for students, while respecting the specificity of each university or board.
- Avoiding calls for organizations that promote division or practice any type of political, religious, or social persecution.
- Avoiding propaganda for any political party, organization, or ethnic, national, or sectarian group within the campus.
- Refraining from inviting partisan figures to deliver lectures or hold partisan or religious propaganda seminars.
Article 2-3: Warning and Censure
A student shall be punished with a warning/censure if they commit any of the following violations:
- Failure to comply with the prescribed uniform.
- Damaging peer relationships or verbal misconduct toward another student.
- Disrupting order and tranquility in the university, college, or institute.
Article 4: 30-Day Suspension
A student shall be punished with suspension for thirty days in the following cases:
- Repetition of violations that warrant a warning or censure.
- Verbal misconduct toward any staff member other than faculty members.
- Defamation of faculty members.
- Placing posters that disrupt public order and morals within the campus.
Article 5: Temporary Dismissal (One Academic Year)
A student shall be punished with temporary dismissal for a period not exceeding one academic year in the following cases:
- Repetition of violations stipulated in Article 4.
- Practicing or inciting sectarian or racial blocs, or political and partisan gatherings.
- Assaulting any staff member other than faculty members.
- Using violence against colleagues or threatening armed violence.
- Carrying weapons within the campus.
- Causing serious damage to the property of the university, college, or institute.
- Insulting national unity or religious beliefs.
- Verbal misconduct toward faculty members or damaging the university's reputation.
Article 6: Permanent Dismissal
- Repetition of temporary dismissal violations.
- Assaulting faculty members or lecturers.
- Committing disgraceful acts or violations of public morals and ethics.
- Submitting forged documents or certificates.
- Being convicted of a felony or a misdemeanor involving moral turpitude with a sentence exceeding one year.
