Instructions for Student Discipline in the Institutions of the Ministry of Higher Education and Scientific Research

Decree No. 160 of 2007

Article (1):

The student is committed to the following:

First: Compliance with laws, regulations, internal regulations, instructions and orders issued by the Ministry of Higher Education and Scientific Research and its institutions (university, authority, college, institute).

Second: Not to prejudice religious beliefs, national unity or national feelings by bad or deliberately stirring up sectarian, ethnic or religious strife in deed or in words.

Third: Not to harm the reputation of the Ministry or its institutions by word or deed inside or outside it.

Fourth - Avoid everything that contradicts with university behavior of high discipline and respect for the administration, faculty and staff and collegial relations and cooperation between students.

Fifth: Disciplined and correct behavior that will positively affect it when appointing and nominating for scholarships and fellowships.

Sixth: Refrain from any action that would disturb order, tranquility and tranquility on campus (college or institute), participate in it, incite it, or cover up those who carry it out.

Seventh: Preserving the study supplies and property of the university, body, college or institute.

Eighth: Without prejudice to the proper functioning of the study in the college or institute.

Ninth: Adherence to the uniform prescribed for students, taking into account the privacy of each university or body separately.

Tenth: Avoid calling for the establishment of organizations that would deepen discrimination or practice any kind of political, religious or social persecution.

Eleventh: Avoid propaganda for any party, political organization, ethnic, national or sectarian group, whether by hanging pictures, banners and posters or holding seminars.

Twelfth – Not to invite partisan figures to give lectures or hold partisan or religious propaganda seminars on campus in order to preserve national unity.

Article (2):

The student shall be punished by warning if he commits one of the following violations:

First: Non-compliance with the uniform prescribed by the university or the authority.

Second: Abuse of collegial relations between students or transgression by saying to one of the students.

Article (3):

The student shall be punished by warning if he commits one of the following violations:

First – indeed requires punishment by warning with the previous punishment penalty warning.

Second: Breach of order, tranquility and tranquility in the university, body, college or institute.

Article (4):

The student shall be punished by dismissal for a period of (30) thirty days if he commits one of the following violations:

First: Indeed, it is necessary to punish him with a warning, with a previous punishment with a warning penalty.

Second: Bypassing it by saying to one of the university's employees who is not a faculty member.

Third: Defame a faculty member in a way that offends him inside or outside the college or institute.

Fourth – Placing posters – inside the campus – that violate public order and morals

Article (5):

The student shall be punished by temporary dismissal from the university for a period not exceeding one academic year if he commits one of the following violations:

First: If he repeatedly commits one of the acts stipulated in Article (4) of these instructions.

Second: Practiced or incited sectarian or ethnic blocs or political or party gatherings on campus.

Third: Assaulting one of the university's non-faculty members.

Fourth: His use of violence against fellow students.

Fifth: Threats of armed violence.

Sixth: Carrying weapons of all kinds, with or without leave on campus.

Seventh: Deliberately or by gross negligence causing damage to the property of the university, body, college or institute.

Eighth: Insulting national unity or religious beliefs.

Ninth: Exceeding it by saying to one of the faculty members inside or outside the college or institute.

Tenth: Harming the reputation of the university or the body by word or deed.

Eleventh – Deliberate violation of the proper conduct of the study.

Twelfth – It is proven that he committed fraud and fraud on his fellow students and employees of the college or institute.

Article (6):

The student shall be punished by final dismissal from the college or institute by a decision of the university or the authority, and his registration shall be numbered if he commits one of the following violations:

First: Repeating one of the violations stipulated in Article (5) of these instructions.

Second: Actually assaulting a faculty member or lecturer at the university, body, college or institute.

Third: Committing a shameful act that is contrary to morals and public morals.

Fourth: Submitting any forged documents, books or documents knowing that they are forged or that he is one of the instigators of forgery.

Fifth: It is proven that he committed an act that violates security and tranquility on campus, or participated in it or assisted in it.

Sixth: When convicted of a felony or misdemeanor involving moral turpitude, his sentence shall be increased for more than one year

Article (7):

First: The imposition of the penalties stipulated in Articles (2), (3), (4), (5) and (6) of these instructions on the violating student shall not prevent the imposition of other penalties if the violation occurs under penalty of penal laws.

Second: If a criminal case is filed against the student for an act attributed to him outside the university or institute, it shall be considered disciplinary until the criminal case is decided.

Article(8):

The Dean of the College or Institute forms a student discipline committee headed by the assistant dean and the membership of two faculty members, provided that one of the members of the committee is legal. And a representative of the student union (elected) and assigns one of the administrative staff to the work of the committee's rapporteur.

Article (9):

No disciplinary sanction may be imposed unless recommended by the Student Discipline Committee.

Article (10):

The disciplinary penalties stipulated in these instructions shall be imposed by a decision of the College or Institute Council, and the Council may delegate its powers to the Dean of the College or Institute.

Article (11):

First: The penalty for warning and warning shall be final.

Second: A student who is dismissed from the college or institute for a period not exceeding (30) thirty days may object to the dismissal decision with the college or institute council, and his decision shall be final.

Third: The student who is dismissed from the college or institute for a period not exceeding (30) thirty days may object to the dismissal decision with the university president, and his decision shall be final.

Fourth: The student who is dismissed from the college or institute permanently may object to the decision of dismissal with the University Council, and his decision shall be final

Article (12):

The student may object to the dismissal decisions stipulated in items (second), (third) and (fourth) of Article (11) of these instructions within (7) seven days from the date of being informed of the decision issued against him, and if it is not possible to inform him, he has the right to object within (15) fifteen days from the date of publication of the dismissal decision on the notice board.

Article (13):

The penalty decision shall be suspended on the bulletin board in the college or institute for a period of not less than (15) fifteen days, and the student's guardian shall be notified of it in writing.

Article (14):

The Instructions of Discipline of Higher Education Students No. (19) of 1989 shall be repealed.

Article (15):

These instructions shall be implemented from the date of their publication in the Official Gazette.
