Powers of the Dean of the College
The Dean of the College exercises the following powers to manage the college's affairs, facilitate its operations, and achieve its scientific, administrative, and financial objectives.
First: Scientific Powers
- Implementing University Council decisions related to the college.
- Managing the college in scientific, administrative, educational, cultural, and financial aspects.
- Monitoring the progress of undergraduate and postgraduate studies within the college.
- Chairing the College Council and scientific bodies, and submitting their minutes to the University President for approval.
- Preparing quarterly and annual scientific reports on college activities.
- Approving the recommendations of department and branch councils.
- Scientific and administrative supervision of the activities of scientific departments and the consulting office.
- Recommending the appointment of heads of scientific departments and vice deans.
- Applying instructions, regulations, and decisions issued by the College Council.
- Calling the College Council to convene in extraordinary sessions.
- Forming main committees and examination committees and issuing their respective administrative orders.
- Evaluating the annual performance of the teaching staff.
- Representing the college in meetings and scientific symposiums.
Second: Administrative Powers
- Promoting college employees and granting increments according to effective laws and instructions.
- Signing employment contracts for lecturers, experts, and technicians, and terminating their services.
- Deputing college staff inside and outside the country for scientific and training purposes.
- Recommending the admission of postgraduate degree holders.
- Communicating with state departments regarding college affairs.
- Approving the utilization of lecturers' services.
- Accepting the resignation of technical and administrative employees according to legal procedures.
- Approving sabbatical leaves and travel for teaching staff and employees.
- Disbursing regular leave salaries in accordance with effective laws.
- Taking legal action against those absent from official duty.
- Changing job titles and referring employees to retirement.
- Determining official working hours and granting various types of leave.
- Granting incentive rewards and job transfers as needed.
- Appointing top-ranking students and approving student registration for studies.
- Approving the recommendations of committees formed within the college.
Third: Financial Powers
- Granting all types of allowances in accordance with laws and instructions.
- Approving the purchase of laboratory requirements, books, and journals.
- Disbursing rewards for experts from outside the university.
- Spending within the college budget according to legal powers.
- Awarding contracts, tenders, and granting legal extensions.
- Approving designs and engineering studies specific to the college.
- Rewarding college staff for distinguished efforts.
- Approving the write-off of damaged items according to regulations.
