A doctoral dissertation at the Faculty of Law and Political Science at the University of Kirkuk discussed a scientific study on the constitutional and administrative judiciary in Iraq between the retention and cancellation of a comparative study by researcher Mohammed Saleh Saber.

The study dealt with the basic importance of the constitutional and administrative judiciary in the legal state and the contents of the two cases of independence and impartiality away from the views and desires of politicians and their role in protecting the principle of legality and the rights and freedoms of individuals and knowledge of the necessary and important elements and their role in establishing the pillars of the rule of law and promoting respect for public rights and freedoms .
The researcher recommended the need to issue a law of the Federal Supreme Court in a manner consistent with the Iraqi Constitution, stressing the amendment of the Law of the Council of State in a manner that ensures the organization of all matters related to administrative justice in Iraq, as well as the presence of a number of elements that keep the constitutional judiciary in Iraq and others keep On the administrative judiciary.mohammedsalh1
